EHAM Tower ATC Bug Fix

A couple of years ago a new runway was added to Schiphol and it is now
part of the default scenery for FSX. Because the runway is so far away
from the tower, an additional tower was build close to the new runway.

In the Tower Controller mode during a multiplayer session in FSX you get
positioned in this new tower, with a great view of runway 36L, but far
away from the rest of the airport.

This BGL changes that, the main tower will be the tower used for online
controllers.
